펜실베니아 이민자 정의 단체 옥스포드 지역 교육위원의 인종차별적 발언에 대응하는 설명서 발표

펜실베니아 이민자 정의 단체들은 옥스포드 지역 학군 교육위원의 사임을 촉구한다.

랜즈데일, PA-  옥스포드 지역 학군의 교육위원 제니퍼 키즈(Jennifer Kehs, 공화당)는 1월 18일 열린 교육위원 회의(3:14에 시작)에서 일련의 인종 차별 및 외국인 혐오 발언을 하였다. 키즈 위원은 주거 상태에 관계없이 모든 학생이 교육을 받을 권리를 보장하는 정책에서 서류 미비 학생들을 배제할 것을 권장하였다. Kehs는 또한 서류 미비 학생들이 해당 학군의 학업 순위를 하락시키는데에 책임이 있다고 주장하였다.

이와 관련하여 우리센터(Woori Center), 메이크더로드 펜실베니아(Make the Road PA), 펜주이민자리더운동(Movement of Immigrant Leaders in PA, MILPA), 새이민자보호운동 필라델피아 (New Sanctuary Movement Philadelphia, NSM), 펜주이민및시민권연대 (Pennsylvania Immigration and Citizenship Coalition, PICC) 등 이민자 정의 단체들은 다음과 같은 성명을 발표하였다.

우리는 제니퍼 키즈 위원의 발언을 인종차별적이고, 외국인 혐오를 조장하며, 위험한 것으로 규탄한다. 그의 주장은 최근 증가하고 있는 정치적 파워를 가진 사람들의 외국인 혐오 및 인종차별적 행동과 맞닿아있다. 교육위원이자 선출직 공무원으로서 키즈 위원은 해당 학군 학생들의 권리를 옹호할 책임이 있으며, 최소한 해를 끼치지 말아야 한다. 옥스포드 지역 주민들을 보호한다는 미명 하에 이루어지는 광범위한 일반화와 비난은 이미 기본 권리, 보호, 자원에 대한 접근으로부터 소외되고 거부된 이민자 및 서류 미비 커뮤니티를 위험에 빠지게 한다. 이러한 독설은 두려움과 증오를 조장하므로, 키즈 위원의 발언은 펜실베니아의 모든 학생 및 가족들의 안녕과 번영에 위협이 된다. 지금까지 키즈 위원은 옥스포드 지역 학군의 모든 학생들에게 최선의 이익을 제공할 책임을 명백히 거부하고 있는 것이다.

이민 신분에 관계없이 모든 아동은 양질의 교육 시스템 안에서 학습하며, 학군에서 제공하는 다양한 프로그램과 자원에 완전히 접근할 권리를 갖는다. 키즈 위원이 제기한 문제들의 근본 원인을 해결하기 위해서는, 미국의 교육 시스템에 영향을 미치는 구조적, 제도적 불평등은 무엇인지, 이 불평등이 학생들에게 어떤 영향을 미치는지 이해하는 것이 훨씬 효과적일 것이다. 옥스포드 지역 학군 동문들의 편지에 쓰여있듯이 “학군 내 실제 문제를 해결하는 것보다 소외된 집단을 비난하고 그들에게 지역사회의 분노를 쏟는 것이 훨씬 쉬운 일이다.”

현재 키즈 위원의 사임을 촉구하는 청원이 진행 중이다. 우리는 이러한 요구에 목소리를 높이며, 나머지 교육위원들이 해당 학군의 모든 학생, 특히 서류 미비 학생들에게도 교육 및 자원을 제공할 것을 공개적으로 (재)명시할 것을 요구한다.

Pennsylvania Immigrant Justice Groups Call For Oxford Area School Board Member’s Resignation

Lansdale, PA – On January 18, Oxford Area School Board Representative-At-Large, Jennifer Kehs (R) made a series of racist and xenophobic comments during a school board meeting (beginning at 3:14). Kehs encouraged the exclusion of undocumented students from a policy that ensures all students, regardless of housing status, have a right to education. Kehs claimed that undocumented students were responsible for the district’s decline in academic ranking.

A group of member-based immigrant justice organizations including Woori Center, Make the Road PA, Movement of Immigrant Leaders in PA (MILPA), New Sanctuary Movement (NSM) Philadelphia, and Pennsylvania Immigration and Citizenship Coalition (PICC) released the following statement in response:

We condemn the comments made by Jennifer Kehs as racist, xenophobic, and dangerous. This rhetoric joins the recent rise in xenophobia and racism from people with political power. As a board member and elected official, Kehs has a responsibility to advocate for – and at the very least, not harm – the students in her district. Sweeping generalizations and accusations, made under the guise of protecting Oxford area residents, endanger immigrant and undocumented communities, who are already marginalized and denied access to basic rights, protections, and resources. Such vitriol encourages fear and hatred, and therefore, Kehs’ comments pose a threat to the well-being and prosperity of all students and families across Pennsylvania. To date, it is clear Kehs refuses to accept her responsibility to serve in the best interests of all students of the Oxford Area School District.

All children, regardless of immigration status, have the right to access and learn within high-quality education systems, with full access to the various programs and resources provided by school districts. An understanding of structural and systemic inequalities that influence the education system in the United States – and their impacts on students – would be far more effective in addressing the root causes of the issues named by Kehs. As written in a letter from Oxford Area School District alumni, “It is far easier to blame a marginalized group of people, and set the anger of the community at them, rather than address the real problems in the district.”

A petition is currently circulating calling for Keh’s resignation. We uplift this demand and call on the remaining school board members to publicly (re)state their commitments to providing resources and education to all students, and explicitly undocumented students, in their district.
